A meeting of the "Business Entry" Working Group was held

On April 23, 2024, a video conference meeting of the "Business Entry" working group of Commission on Business Environment and International Rankings of the
Republic of Azerbaijan supervised by the State Tax Service (STS) under the Ministry of Economy was held. The meeting was attended by the representative of State Tax Service, as well as Ministry of Foreign Affairs, Ministry of Justice, Center for Analysis of Economic Reforms and Communication, Small and Medium Business Development Agency (KOBIA) and leading consulting companies.

The head of the working group, deputy head of the State Tax Service Samira Musayeva informed on works and projects carried out by the group in 2022-2023, as well as main issues on the agenda, and accented on effectiveness of activities implemented during the past period.

The Head of the Secretariat of the Commission on Business Environment and International Ratings, Head of the Economic Reforms Monitoring, Coordination and Evaluation Sector of the Department of Economic Policy and Industrial Affairs of the Administration of the President of the Republic of Azerbaijan Vusal Shikhaliyev accented on the effective and useful activity of the working group and the importance of the work carried out in the field of business registration, emphasized the need of reforms carried out in the field of registration of legal entities and expected innovations in the legislation to be more intensively dissiminated among business sector.

Then, the implementation status of the tasks within "Business Entry" indicator of the "Business Ready" report, and the different points of public and private sectors on the questions of relevant questionnaire were discussed. The member of the working group, deputy head of the STS Taxpayer Registration and Accounting Department Husniyya Abdullayeva drew attention to the measures provided for "Road Map for the year 2024 on the implementation and communication of improvements in the relevant field related to the indicator of "Business Entry". At the meeting, information was provided on communication plan for the implementation of awareness-raising, promotion and campaigning activities.

The meeting participants discussed activities implemented towards creation of software, as well as preparation of the process map on establishment of the "Consular Legalization" information system of the Ministry of Foreign Affairs and the organization of the service of remote legalization and delivery of the translation of legalized documents by a notary via the "Electronic Notary" information system provided for legalization of official documents by the Consular Department of the Ministry of Foreign Affairs and the consulates of the Republic of Azerbaijan.

The head of the working group, deputy head of the State Tax Service Samira Musayeva emphasized on results of a number of projects within the Road Map to be positive, and in particular, she informed on the progress of the work planned for the authentication of documents in a foreign language for legal entities with foreign investments.

Once again it was accented on a number of changes envisaged in the Law of the Republic of Azerbaijan "On State Registration and State Register of Legal Entities" would bring innovations in the field of business registration in our country. In 2024, it was recommended to increase efforts towards activities important for the completion of processes and providing additional support by the working group.
