On September 30, the Human Capital working group of the Commission on Business Environment and International Ratings headed by the Ministry of Science and Education held the next meeting of the subgroup on "Improving international rating indicators (H-index) related to scientific publications" at the Ministry of Science and Education.
The head of the working group, deputy minister of science and education, Idris Isayev, and the sector manager of the Administration of the President of the Republic of Azerbaijan, the head of the Secretariat of the Commission, Vusal Shikhaliyev, made an opening speech and spoke about the general activity of the working group in the past period, achieved successes and future expectations.
Later, the Director of the State Agency for Science and Higher Education, U. Sattarova, made a presentation on the comparison of the results of the "Global Innovation Index 2024" and the tasks ahead, as well as the priorities related to the preparation of the new Action Plan for 2025.
The meeting continued with presentations by the deputy director of the State Agency for Science and Higher Education, N. Asadli, and the head of the additional education department of the Azerbaijan State University of Economics, E. Gharibli.
At the meeting, the number and dynamics of scientific articles published in scientific databases, the distribution of scientific publications by quartiles, the action plans of higher education institutions in this field, the joint cooperation of higher education institutions with scientific institutions, the implementation of funding and stimulation measures for the activities of researchers, the evaluation of the activity of research laboratories and their material and technical the need to update databases, opportunities for joint use of laboratories, expansion of cooperation opportunities with "Clarivate" and "Elvesier" companies on "Scopus" and "Web of Science" elmmetric databases, cooperation with "QS" and "Times Higher Education" International Rating Agencies, higher the place of educational institutions in international rankings and the work done in this field, etc. issues were discussed.
In the end, current and other upcoming issues were discussed with the meeting participants regarding the working group's activities and appropriate decisions were made.
