A meeting was held to discuss the outcomes of the activities of the "Unified Information System for Public Utilities" Subgroup under the Commission on Business Environment and International Ratings of the Republic of Azerbaijan, as well as to review the preparation of the Roadmap for 2026.
The meeting, held in an online format with the participation of the Commission's Secretariat, was attended by senior officials from the Ministry of Digital Development and Transport, the Ministry of Energy, "Azerishiq" OJSC, and other relevant authorities, as well as subgroup members and invited representatives.
During the meeting, the work accomplished in 2025 regarding the creation of the Unified Public Utility Services Sub-System and the results from the pilot phase were presented. It was reported that the centralized platform, which is being formed as part of the Electronic Government Information System, will enable the unified integration of utility data, payment and debt management, analytics and reporting modules, as well as service expansion through myGov. In the pilot phase, data for 3,200 subscribers in Sumgayit city was verified with 99.2% accuracy.
It was emphasized during the event that the Unified Public Utility Services Sub-System has significant potential to impact the country’s international rankings, particularly Azerbaijan's position in the World Bank's Business Ready report.
At the conclusion of the meeting, discussions focused on the preparation of proposals for the 2026 Action Plan and the formulation of an integrated Roadmap. Participants highlighted the importance of considering the full set of evaluation criteria for "public utilities" in the preparation of the 2026 Roadmap. The mutual alignment of the action plans of various institutions, accurate representation of priorities in the Roadmap, and coordinated organization of the implementation process were agreed upon by all participants.
Aygün Əhmədova, a member of the subgroup and Acting Head of the Digital Trade Hub at the Center for Analysis of Economic Reforms and Communication, commented on the outcomes of the meeting, stating that the implementation of the Unified Public Utility Services Sub-System is not only limited to the digitalization of services and increasing citizen satisfaction, but also creates a real impact mechanism for Azerbaijan’s international rankings.
She pointed out that many of the indicators measured under the "public utilities" category in the World Bank's Business Ready report, such as connection procedures, data exchange standardization, management of connections and service interruptions, availability of digital services, and electronic complaint processing, are aligned with this system.
Furthermore, the system's implementation has the potential to directly impact results in the UN's e-Government Development Index (EGDI), particularly in terms of online service accessibility, digital management of requests and complaints, electronic payments, and inter-agency interoperability.
In addition, indirect but strategically significant impacts are expected within the framework of the Global Innovation Index (GII). Unified data exchange and transparent accounting strengthen institutional governance components, standardization of service processes and electronic monitoring enhances the quality of the regulatory environment, and the expansion of digital payment ecosystems and increased online service usage create a favorable foundation for progress in digital services and market excellence indicators. In other words, the digitalization of public utilities not only improves service processes but also has a systematic effect on the country's governance level, digital transformation, and innovation potential, as reflected in international indices.
She emphasized that maintaining structural alignment with these rankings when determining the priorities for the 2026 Roadmap is crucial. Ensuring this alignment will contribute to enhancing the quality of public administration and improving Azerbaijan's international competitiveness.
