The Center for Analysis of Economic Reforms and Communication (CAERC) together with the State Committee on Urban Planning and Architecture organized a press conference. The press conference was dedicated to the use and significance of the electronic application system for obtaining Construction and Occupancy permits (on the basis of the “Single Window” principle) for construction sites situated within Baku and not requiring inspection. CAERC analyst Narmin Kazimli stated that as a part of complex business reforms carried out during December of 2018 under the guidance of the President, the Working Group on Obtaining Construction Permit of the Commission on Business Environment and International Ratings implemented many works for providing single approach principle in obtaining construction permits and increasing digitalization and transparency in this sphere.
Head of the Department on International Relations and Information Technologies of the State Committee on Urban Planning and Architecture Rufat Mahmud informed mass media representatives about working mechanism of a new electronic system. It was mentioned that in accordance with the Decree of President Ilham Aliyev of December 28, 2018, the construction and occupancy of construction sites nor requiring inspection was simplified. The Decree is applied to the construction projects not requiring inspection envisaged by the Article 89 of the Code of Urban Planning and Construction of the Republic of Azerbaijan. For this purpose, a joint electronic system has been developed by the State Committee and the State Agency for Citizens Service and Social Innovations. The importance of the system is to ensure conditions for faster and more transparent implementation of the process of obtaining construction and occupancy permits for some construction sites. Thus, after entering his/her personal cabinet in the above-mentioned system, a customer uploads necessary documents in electronic form and can obtain construction permit in 15 days/occupancy permit in 10 days. Therefore, favorable conditions are created to obtain construction and occupancy permits for some construction sites, minimize the communication between officials and entrepreneurs, and ensure citizen satisfaction. Moreover, it was stated that electronic permit is sent to the personal cabinet of an applying customer. For getting a hard copy of the permit, a customer should activate appropriate function during the application process.
At the same time, R. Mahmud gave statistic information about the electronic system, which had been launched on February 21. Starting from that date up today, 22 application were submitted to the electronic system, working on the basis of “single window” principle, for obtaining construction permit for construction sites not requiring the inspection. 17 of those appeals received positive response from the committee, and the electronic permits were sent to the personal cabinets of the customers. 4 appeals for getting occupancy permits also received positive feedback. R.Mahmud stated that statistic information renews every day, and the mentioned statistic indicators had been calculated up to the date of the press conference.
Afterwards, the electronic process for obtaining construction permit was demonstrated to the participants.
