The next meeting of the Working Group on Financial Markets Development and Accessibility of Loans of the Commission on Business Environment and International Rankings was held online on January 30, 2026.
First, the members of the Working Group were informed about the achievement of Azerbaijan's ranking 1st place among 101 countries in the World Bank's "Business Ready 2025" report on the "Financial Services" indicator.
At the meeting, detailed information was presented on the work done within the framework of the 2025 Action Plan of the working group and the 2025 Roadmap approved for the “Financial Services” indicator of the World Bank Group’s “Business Ready” report during the whole year and discussions were held.
The meeting participants were informed about the financing of SMEs, the implementation of financial literacy programs for entrepreneurs, the development of banking, insurance and capital markets, financial accessibility for startups, the improvement of the regulatory framework for the financial sector in accordance with international standards, internal credit investments in the private sector, loans provided by microfinance institutions and other relevant measures in the Action Plan. In addition, the implementation status of important measures in the Roadmap, such as the regulatory framework for business lending, secured transactions and electronic payments, the activities of credit bureaus and encumbrance registries, was discussed. A report on the implementation status of the decisions adopted at the meeting of the working group on October 23, 2025 was also heard. At the same time, the meeting presented the preliminary drafts of the 2026 Action Plan of the working group and the 2026 Roadmap on the implementation of improvements and communication in the relevant field related to the “Financial Services” indicator of the World Bank Group’s “Business Ready” report. The meeting included a broad exchange of views on both the 2025 reports and relevant projects for 2026.
At the meeting, chaired by the Central Bank, it was attended by representatives of the Ministry of Economy, the Ministry of Digital Development and Transport, the State Tax Service, the Small and Medium Business Development Agency, the Business Development Fund, the Mortgage and Credit Guarantee Fund, the Agrarian Credit and Development Agency, the Azerbaijan Credit Bureau, as well as the Azerbaijan Banks Association, the Azerbaijan Insurers Association, the Azerbaijan Microfinance Association and the Azerbaijan Capital Markets Association.
