The next meeting of the “Business Insolvency” Working Group was held

On 29 September 2026, the next online meeting of the “Business Insolvency” Working Group under the Commission on Business Environment and International Rankings, chaired by the Ministry of Justice, was held.

Representatives of the Secretariat of the Commission, the Ministry of Justice, the Ministry of Economy, the Central Bank, other members of the Working Group, as well as representatives of the private sector, attended the meeting.

Opening the meeting, the Head of the Secretariat of the Commission, Vusal Shikhaliyev, emphasized the importance of the work carried out under the “Business Insolvency” indicator of the World Bank Group’s “Business Ready” report.

The Head of the Working Group, Deputy Minister of Justice Abiddin Huseynov, provided information on the measures envisaged under the “2026 Roadmap on the improvements and communication in the relevant field under the ‘Business Insolvency’ indicator”.

He noted that the Roadmap includes measures aimed at improving the regulatory legal framework in the field of insolvency, including the implementation of international practices, specialization of judges and lawyers, as well as raising public awareness regarding new insolvency legislation.

Deputy Head of the General Department of Legislation of the Ministry of Justice, Sakina Aliyeva, spoke about the draft Law “On Reconstruction and Insolvency”, noting that, taking into account the specifics of the field, international experts had been involved in the relevant process and that the draft law had been improved based on their recommendations, as well as other proposals received regarding the document.

At the same time, other activities carried out within the framework of the aforementioned Roadmap, as well as upcoming tasks, were presented during the meeting.

Furthermore, discussions were held regarding the improved version of the draft Law “On Reconstruction and Insolvency”.
